Taiwan is a densely populated island with people continuously moving into urban areas. High-rise apartments dominate the skyline of cities in Taiwan and provide a more efficient ways of utilizing the land.
Although legal problems concerning the use, management and disposal of condominium were covered in the Civil Code, the authorities deemed these regulations to be insufficient. Therefore, in 1995, the Condominium Management Ordinance was passed by the government and is commonly known as the “household constitution” due to its importance.
Since the Ordinance came into force, it gained importance in civil litigation. The ordinance contains six chapters: general regulations, resident’s rights and obligations, organization management, service management, penalties and additional provisions. All of these chapters are designed for the enhancement of building management and maintenance and elevation of the living quality in the cities.
